After a job evaluation exercise at a housing association in the north of England, about 1,100 staff, 41 people ended up above their new range maximum, by between 2% and 19%. We froze base pay with no time limit and paid annual awards as non-consolidated lump sums.
Three years on: 17 have been absorbed by structure movement, 9 have left, 6 were promoted into a grade that fits, and 9 are still red-circled, all of them more than 10% over at the start.
The indefinite freeze was the wrong call for that last group. They have had three years of standstill and can see no end to it. I would now set a fixed protection period with a clear outcome at the end.
