We are a shipping and logistics group with roughly 6,000 employees and, at any time, around 70 people on long-term assignment. In 2023 we stopped offering the home-based balance sheet for new assignments and moved to host-country pay plus a limited set of allowances.
The saving was real, about 22% per assignment on average. What we did not expect was how uneven it would be. Moves from Rotterdam to Singapore worked well. Moves from Hamburg to Mumbai or Santos were almost impossible to fill on a host package, and we ended up granting exceptions for 9 of the first 30.
My view now is that host-based only works between markets of similar pay level. I would like to hear whether others have found the same.
