We did this at another UK institution in 2024 and I would say yes, with modest expectations. We built pathways for eight job families showing typical roles at each grade, what experience usually precedes them, and which moves between families are realistic. No change to grading at all.
The practical gain was secondments: once people could see adjacent roles, applications for internal secondments rose from 60 to 140 a year. The progression score moved 9 points, not a transformation. Be very clear in the wording that a pathway is a map, not an entitlement, or the unions will reasonably ask what it commits you to.
