Finance rejected our pay equity remediation budget. How do you make the case?

Posting anonymously for obvious reasons.

Our regression analysis identified roughly $1.9M of unexplained pay differential across about 340 employees. Finance came back and said the analysis 'doesn't prove causation' and declined the budget entirely.

Phase it. A two-cycle ask reads as a programme; a single lump reads as an admission. Same money, very different reception.
