UK care provider, around 4,600 employees, the large majority care workers paid within a pound an hour of the legal minimum. Head office is 280 people. A director has asked us to bring in an electric car salary sacrifice scheme, having had one at a previous employer.
My concern is that perhaps 300 people could ever use it, since sacrifice cannot take pay below the minimum wage, and that launching a benefit which 93% of the workforce is locked out of sends a poor message.
Has anyone in a low-pay sector launched one, and how did it land? Is there a way to do it without it looking like a head office perk?

We launched one at a contract cleaning business with a similar pay profile. 31 orders from 5,200 staff, all management. It did not cause outrage, mainly because most front-line staff never heard about it. That is not much of an endorsement. I would not say it damaged anything, but it took three months of my team's time for 31 cars.

We declined to launch one for the reason you give and I would hold that line. If the director wants it, ask what you are launching for the other 93% in the same quarter. We used that exact question to get approval for a company-paid health cash plan for all staff, and then introduced the car scheme quietly alongside it.
