We are a software company of about 850 people in the UK with two pay zones: London at 100% and rest of UK at 90%. Zone is set by contractual office location.
Since going hybrid, around 140 people are contracted to London but live well outside it and come in once or twice a month. New hires in Leeds doing the same job are on the 90% zone and have noticed. Moving the 140 down is not something leadership will consider.
How are others defining the zone for hybrid roles: by home address, by contract, or by attendance?

We went by attendance expectation written into the contract. Three days a week or more in the London office means London zone. Fewer than that and the zone follows the home postcode. Existing staff kept their rate but were told future structure increases would be held until the national range caught up. It took about two and a half years for most to be absorbed. Not painless, but nobody took a cut and the rule for new hires was clear from day one.
