We went by attendance expectation written into the contract. Three days a week or more in the London office means London zone. Fewer than that and the zone follows the home postcode. Existing staff kept their rate but were told future structure increases would be held until the national range caught up.
It took about two and a half years for most to be absorbed. Not painless, but nobody took a cut and the rule for new hires was clear from day one.
