We published in two stages at a Dutch insurer. First each employee saw their own range and position. Six months later all ranges for all grades went on the intranet. Before stage one we brought everyone to range minimum, which cost 0.6% of payroll, and wrote a one-page explanation of what moves someone through a range.
Questions in the first month: about 4% of staff raised one, and four in five were answered by the manager with a short guide. Fix the below-minimum cases first. Publishing a range that 11% of people sit under is the one thing I would not do.
